Transportation Grants Manager

THE POSITION:

Transportation Grants Manager:

Full time position based in Knox County. Work involves professional and administrative work overseeing ETHRA Public Transit’s federal grants and state awards programs. Activities associated with the job include the coordination and administration of all activities related to the development and monitoring of compliance for all grant funding. Additional activities include coordinating with the Federal Transit Administration (FTA) and Tennessee Department of Transportation (TDOT) to prepare grant applications, obtain funding approvals and prepare grant progress reports and administering FTA and TDOT financial and project management requirements for approved projects.

Assist the Transportation Director providing leadership and coordination of the FTA Triennial review and TDOT Annual Compliance Review, including reviewing and preparing written responses to the report, coordinating appropriate responses among departments, and providing critical documentation. Coordinates quarterly meetings with project managers to review progress on grants and evaluates grant usage and develops methods to revised budget line items within grants to insure full utilization of FTA and TDOT funding.

Annual Salary level beginning at $55,500 but commensurate based on education and experience.

THE REQUIREMENTS:

Graduation from an accredited four year college or university with an B.A. (B.S.) Degree in Business Administration, Public Administration, Accounting, Finance, or related field; three years’ experience working with state and federal grants. . Must have valid Tennessee driver’s license. Thorough knowledge of FTA and TDOT regulations regarding grant proposal and application procedures, funding eligibility guidelines, discretionary funds, and the transfer of funds between projects. Considerable experience performing administrative and accounting functions, strong organizational, decision-making and interpersonal skills, good presentation skills; or any equivalent combination of education and/or experience.

Management/Program Analyst

JOB SUMMARY:

Employee in this class is under general direction, with authority to make routine decisions regarding day-to-day oversight of the transit system’s administrative and operational divisions. Responsible for federal and state compliance requirements including but not limited to, financial, procurement, capital assets, reporting, etc. Assists with human resources process, cost analysis, grants management, finance and payroll, etc. Focus will be in the areas of resource management and efficiency, strategic planning, process improvement, quality service delivery and customer service, administrative functions, public relations and outreach.

DUTIES AND RESPONSIBILITIES:

  1. Assists Director with operation of all transportation programs, makes recommendations on program’s strategic planning. Assists in the formation of policies and procedures. Assist program director with grant process.

  2. Responsible for reviewing, interpreting, and applying federal/state regulations, contract and grant requirements, applicable laws and FTHRA Personnel Rules and Regulations. This includes Transit Asset Management (TAM), National Transit Database Reporting (NTD), Civil Rights, American Disability Act (ADA), etc.

  3. Responsible for analysis of the transportation’s operation to assist with recommendations for process improvement in order to ensure quality customer service and a high level of service delivery. Monitoring performance to ensure service delivery is above minimum standards required by federal, state, or contractual agreements/statute.

  4. Communicates and interacts with clients, outside service agencies/organizations, and other program and Agency personnel. This includes public outreach such as attending public meetings and rider/employee satisfaction surveys, etc. Must represent the agency with the highest standards, including effective and appropriate communication with other agencies and the public.

  5. Responsible for contract management, coordinating grant programs, and assisting with purchasing/compliance issues, as needed.

REQUIREMENTS:

  1. Bachelor degree preferred. Preferred degrees include: Business Administration, City/Public Management, Communications, Public Finance, or Transportation Management.

  2. Three to five years increasingly responsible management and/or supervisory experience preferred.

  3. Prior experience in public or private transportation desired.

  4. Effective oral and written communication skills. Ability to communicate with a diverse employee and client base.

  5. Strong computer experience mandatory.

  6. Ability to utilize new technological advances related to the industry.

  7. Must pass TNDFW drug and alcohol screenings as allowed by agency policy.

Position Purpose: 
While Project Managers report to the Engineering Department and focus primarily on development projects, PMs must be able to work with and support all internal and external regional mobility initiatives to advance our mission. Project Managers are responsible for all facets of Development projects for WeGo Public Transit and are integrally involved in multi-modal transit, rail, and facility projects from conception through completion within Middle Tennessee.

What is expected of you and others at this level?

• Perform equally well in collaborative team environment as well as independently under high stress/pressure conditions. 
• Actively manage and lead design teams, construction contractors, and third party vendors. 
• Develop and adhere to detailed planning and construction scopes, schedules, and budgets for regionally significant and regulatory required projects and plans. 

What is the recommended and preferred preparation for the Project Manager?
• Bachelor’s degree in engineering or a related field, preferably business, planning, or equivalent. 
• Communication skills, project and construction management experience, computer proficiency, and ability to handle several projects at once are all requirements for this position. 
• Preferred 5+ years of transportation or construction industry experience. 
• Experience with transit-related projects, experience with facilities construction projects. 
• Licensure as a Professional Engineer is a plus but not a requirement. 
• Familiar with Federal Railroad Administration (FRA) and/or Federal Transit Administration (FTA) processes for major capital projects.
